ETS should incentivise SAF uptake, not drive up the costs of flying for passengers
How can the EU Emissions Trading System (ETS) help decarbonise aviation without pricing Europeans out of flying? Invest the ETS money passengers pay to fly back into sustainable aviation fuels (SAF). In 2025, only 11% of aviation ETS payments went to finance SAF. The Commission's current reform provides only 110 million SAF allowances, representing just 13% of what passengers pay. With SAF costing 3–10 times more than conventional aviation fuel, stronger support is needed to close the price gap.
