European aviation operates within a global industry. Ideally, climate policy instruments of similar ambition would be adopted worldwide.
However, in the current context, the EU’s push for increasingly ambitious climate policies poses a competitiveness challenge for its aircraft operators and generates a shift, rather than a reduction, of emissions. This will remain the case at least until global mechanisms are strengthened and widely adopted. To better align climate goals with competitiveness, and consequently avoid carbon leakage from aviation in Europe, the EU must adjust its policy mix and reduce costs for European airlines.
